This report is part of REScoop PLUS project, which aims to provide tools and techniques to help energy communities develop energy efficiency in their organization and to help our members understand how to become more energy sober. Specifically, it showcases the legislative environment for implementation of energy efficiency, which was crucial to obtaining the EU’s 2020 climate and energy targets.

It is addressed to citizens who need guidance in European legislation for energy efficiency.

The report is structured into chapters orientated towards an introduction, data management, energy efficiency and conclusion. In addition, documentary research and qualitative interviews from local energy communities were effectuated.
