Compile municipal guide

Municipalities are key actors to support the empowerment of citizens in the energy transition, including the development of renewable energy communities across Europe.

This step-by-step guide, written and published in the context of the COMPILE project, collects and analyses support mechanisms that can be adopted by local authorities to initiate the creation, expansion and scaling of energy communities in their territories. These mechanisms are illustrated with real life examples.

The guide focuses on three direct support mechanisms:

• Municipal sponsor
• Municipalities as co-owners through grant funding and institutional support
• Municipal utilities and processes that can be implement to support the participation of
  local citizens

Moreover, it proposes some ideas and describe examples of municipalities that have adapted procurement and concession procedures to support the development of energy communities.
