The LIFE_LETsGO4Climate Replication Kit is a comprehensive and operational guide designed to support regions, local authorities and territorial networks in replicating a large-scale, citizen-centred approach to the energy transition. Developed within a four-year project (2021–2025) coordinated by the Centre-Val de Loire Region (France), the kit documents the deployment of a regional methodology aimed at engaging citizens in energy sufficiency practices and in the creation of local energy communities.
Rather than focusing primarily on technical solutions, the guide places citizen engagement, collective dynamics and long-term facilitation at the heart of the transition process. It describes how to mobilise territories and citizens, structure and facilitate local collective dynamics, and support them over time in developing concrete projects. While the approach was initially implemented at regional scale, the methodology is deliberately adaptable, allowing each step, tool and format to be adjusted to different contexts.

Methods to foster citizen initiatives and mobilise territories
This section details the step-by-step methodology used to deploy the programme across multiple areas, including the recruitment of participating municipalities, territorial assessments, onboarding seminars for elected representatives and local project managers, training sessions on energy and collective action, citizen recruitment strategies, participatory workshops, site visits, cultural events, and the use of Carbon Conversations to support behavioural change and collective reflection.
Ways of supporting emerging energy communities over time
It presents a structured support framework combining organisational, logistical, communication, financial and moral support. The section includes the description of practical tools such as tutorials, coaching webinars, peer-to-peer exchanges, resource inventories and feedback mechanisms, all designed to help citizen groups organise themselves, build governance structures, and progress from initial mobilisation to concrete projects.
Advice, lessons learned and points of caution
Drawing on four years of experimentation, this section highlights key success factors and common pitfalls when replicating the approach. It addresses issues such as partnership building, the role of elected representatives, workload and team organisation, the importance of long-term support, and the need to adapt timelines and resources to local capacities.
