This SHINE tool is an OSS manual that aims to serve as a strategic setup guide for a project core team, a Just Energy Transition (JET) team, regional authority, or agency tasked with founding and launching a community energy One-Stop Shop (OSS). It builds on the structural timeline produced under the SCCALE 203050 project, adding the organisational steps required to establish an OSS, and draws on the framework architectures of ECOEMPOWER D5.3 and the European Energy Communities Repository Guide for setting up one-stop-shops. It also references many different tools from previous LIFE-CET ENERCOM projects
